Job Title: Project Development Engineer
Department: Technical - Project Development
Location: Port Arthur Refinery
BASIC FUNCTION:
Identify, define, and provide process design support for capital projects for Port Arthur Refinery (PAR), Base Chemicals, and BFLP (BASF-FINA Limited Partnership). Includes generating process designs for smaller projects and managing the process engineering activities at contract engineering firms for larger project implementations.
PRINCIPAL RESPONSIBILITIES:
- Develop project scopes, evaluate project economics, develop project justifications, and achieve consensus among the different customers such that these projects may be presented for funding approval.
- Assist with approved capital projects as they are estimated, engineered, constructed, and commissioned. This includes participating with customers (Base Chemicals, BFLP, Logistics, Operations, Optimization, HSE, and Reliability) and Contractors, conducting P&ID and HAZOP reviews and assisting during start-up and troubleshooting.
- Develop basic engineering data. Develop feed stream and product stream composition specification flow rates, battery limit conditions, possible contamination issues, and failure mode impacts. Develop Process Design Basis including a process description project scope, process control and environmental requirements. Develop Process Flow Diagrams for design basis. Specify the design pressure and temperature associated with every stream in the process design to achieve proper equipment design. Develop utility requirements to achieve process design. Evaluate impact to other processes though interconnections created by the project.
- Develop P&ID's for projects that fully define the project scope. P&ID's must be detailed enough to allow for complete detailed design including startup/shutdown lines, drains, vents, spacing requirements, instrument locations, block valves, blinds, bypasses, piping symmetry, and detailed control logic.
- Specify design of all engineered items in project such as reactors, towers, drums, heat exchangers, pumps, compressors, instrumentation, piping hydraulics, and heaters.
- Ensure that refinery quality and safety initiatives are carried out in daily activities
EDUCATION AND EXPERIENCE REQUIREMENTS:
- BS in Chemical Engineering.
- Minimum 5 years of relevant experience in Refinery/Petrochemical Engineering.
- Experience in Technical Support and design of small projects.
- Experience with unit startups and shutdowns as well as turnarounds.
- Must be able to direct and check the efforts of contract engineers.
- Experience in Process Control helpful.
- Experience with simulation software helpful.
- Able to specify through data sheets new equipment of all types required for project implementation.
- Able to develop PFD's and P&ID's.
- Able to evaluate hydraulic systems.
- Able to evaluate HAZOP concerns.
- Must be technically competent, demonstrate commitment, excellence in oral/written communications, and have strong time management skills.
- MS Office and SAP skills a plus.
