Job Title: Labor Relations Advisor
Location: Port Arthur Refinery
BASIC FUNCTION:
Oversees and directs employee/labor relations functions in the refinery, which include site policies development, implementation, and interpretation; labor contract negotiations and interpretation; grievance and dispute resolution including arbitration; discipline administration and oversight; and scheduling and payroll supervisory functions. Liaison between management and supervision and between salaried exempt and hourly-represented personnel.
PRINCIPAL RESPONSIBILITIES:
- Supervises and develops the scheduling/payroll coordinator, who handles scheduling and payroll for all hourly personnel.
- Interface with all levels of the organization including the corporate offices on employee relation's issues, and serve as advisor for supervision and management on matters of policy, procedure, and labor contract language interpretation and administration, and ensure that policies comply with the law.
- Special assignments as directed by the Administrative Manager or other managers in the refinery.
- As a member of the Company negotiating committee serve as Company spokesperson in collective bargaining with two unions (The Oil Bargaining branch of the United Steel Workers Union, USW, and the International Brotherhood of Electrical Workers, IBEW). Be able to develop the company negotiating strategy in preparation for union negotiations, and facilitate the negotiations.
- Arrange, facilitate, and conduct labor/management committee and grievance meetings, and serve as Company spokesperson and counsel in grievance and dispute resolution and arbitration cases.
- Perform other HR duties as assigned.
- Ensure that refinery quality and safety initiatives are carried out in daily activities for self and group members.
EDUCATION AND EXPERIENCE REQUIREMENTS:
- Bachelors Degree in Human Resources, Business, or related field.
- 7 years personnel supervisory/ leadership experience.
- Union labor contract negotiating experience required.
- Understanding of and ability to interpret and write contract language.
- Legal knowledge and labor industry knowledge.
- Grievance, arbitration and conflict resolution experience.
- Ability to effectively interact with all levels of the organization.
- Research and data compilation abilities a must.
- Good listening, verbal and written communications skills required.
- Working knowledge of industrial facility operations helpful.
